Born and raised in Mumbai, he grew up like most Mumbaikars, hustling through crowded trains, watching life rush past in compartments packed with strangers. But unlike most, he noticed what others had normalized: the fear women carried every single day while travelling home. The groping hands, the whistles, the catcalls: all swallowed up in the chaos of the local trains.
In 2013, he decided that silence was no longer an option. He formed a small group of volunteers and began something that would later be called War Against Railway Rowdies (WARR). No big funding, no fancy backing, just citizens with camera phones and conscience. They started recording harassers, reporting them, and handing over footage to the railway police. What began as one man’s frustration turned into a movement that changed Mumbai’s train safety forever.
Dipesh’s courage wasn’t loud. It was consistent. He spent nights on railway platforms, watching patterns, collecting data, speaking to women who had long stopped expecting help. When his team’s survey revealed that over 80% of female commuters had faced harassment and almost none had seen police action, he took the numbers public.
